Article Abstract:

Most of the UK's development trusts work on a small scale, but they still require funding, according to Angela Monaghan, head of the Development Trusts Association, which acts as an umbrella group for the UK's trusts movement. She believes that there is now a more positive attitude towards providing funding for development trusts. She feels that the Development Trusts Association needs to transcend political cycles, even though it is currently benefiting from the government's commitment to concepts such as private-public partnership.

States of confusion

Article Abstract:

There is still considerable uncertainty about how the economic strategies of the UK's Regional Development Agencies will be aligned with regional planning guidance. The Royal Town Planning Institute and the Local Government Association have both warned that conflict could arise from inconsistency between the Regional Development Agencies' economic strategies and regional planning guidance. Some observers believe that the Regional Development Agencies could become very influential, even though they have no planning powers.

Housing policy enshrines brownfield development

Article Abstract:

The UK government's draft guidance on housing, PPG3, places strong emphasis on the need to undertake residential development on brownfield sites. The guidance introduces a sequential test under which local authorities will be obliged to look at using previously developed land and buildings before making greenfield sites available. Local authorities will also be requested to maintain a five-year supply of housing rather than land, and to consider urban extensions instead of new settlements.
