Plastic toy and playground equipment manufacturer The Step2 Company credits its high-growth to the dedication of its staff to the values of product quality. Company founder Tom Murdough credits the success of the company to the dedication of the staff and the workforce to the ideals of the company. Murdough insists on hiring only a quality workforce which can contribute to the success of the company's operations. Such an emphasis determines Murdough's location decision, since it has proven successful in his establishment of a plant in Ohio and is proving successful in his establishment of a plant in Bakersfield, California.

Marketing muscle: how Ohio does it

Ohio has been the leader in new facilities and expansions for three consecutive years. However, the state had to battle the possibility of creating more demand for its programs than it could ever hope to supply. In 1992, Ohio announced a series of bills designed to forward its development efforts. The Ohio Job Creation Act, after encountering some opposition, was finally approved, resulting in Ohio's capability to attract expansion and relocation.
