Words writ on water

Article Abstract:

There is no theoretical limit to the right of the UK parliament to repeal or rewrite its own legislation. Modern Acts of Parliament often contain schedules detailing the statutory provisions that have been repealed, amended or superseded in some other way. For this reason, it is not safe to rely on the original text of a statute, even after only a short time. If two Acts of Parliament seem to be in conflict, but the later one does not expressly repeal or amend the earlier one, the courts must reconcile the two statutes. If this is impossible, then the later statute must be preferred over the earlier one.
