Sri Lanka's provincial council system: a solution to the ethnic problem?

Article Abstract:

The Sri Lankan and the Indian governments proposed the establishment of a provincial council (PC) system in Sri Lanka to solve the ethnic problems of Tamils and the Sinhalese. Originally, the PCs were to be given extensive powers of government but the Sri Lankan legislature significantly cut down its powers. In addition, Sri Lankan Pres Ranasinghe Premadasa also restricted the powers to be devolved to the PCs. The reduction of power and political maneuverings within the respective PCs significantly reduced their effectiveness. Nonetheless, the PCs were able to provide a forum for the local people to air their grievances.

Sri Lanka's Tamil-Sinhalese ethnic conflict: alternative solutions

Article Abstract:

Several proposed solutions to the Tamil-Sinhalese ethnic problems have been forwarded but it seems that the best solution lies in an effective devolution of governmental power. Both parties could agree to conduct negotiations over the extent of the devolution within the framework of the Sri Lankan provincial council system. However, the geographical extent of the devolution, particularly with regard to Tamil-held areas and the city of Trincomalee, will likely be a key issue of contention. In the case of Trincomalee, it would probably be best to treat the city as a separate unit.

Article Abstract:

Sri Lanka has suffered greatly from the ethnic conflicts between Buddhist Sinhalese and the Hindu Tamils. Violent clashes between the two groups has led to the death of many innocent civilians and affected economic growth. Political stability will only be achieved if government-initiated peace talks are pursued, despite the possibility that both groups will remain unyielding in their ethnic convictions.
