Trading places: how did the Philadelphia Stock Exchange, recently on the verge of collapse, become strong enough to save the AMEX after September 11th?

The Philadelphia Stock Exchange (PHLX) was able to host the American Stock Exchange of New York (AMEX) for two weeks after the terrorist attacks on the World Trade Centre and the Pentagon. There is a certain irony to this, as previously there had been plans to sell the struggling PHLX to the AMEX.
