Sorry, Monsieur, the Bar is closed

Article Abstract:

Solicitor Iain Jacobs, 30, has spent 18 months at Strasbourg University and the Centre de Formation Professionnelle des Avocats. France has not effected legislation which incorporates the December 1988 EC directive on mutual recognition of professional diplomas. Mr Jacobs complained to the EC about the lack of an aptitude test. A French law took effect in 1992 which created a legal monopoly. Non-French solicitors can no longer become members of the local Bar simply by practising there for 18 months.

Solicitors' firm Cameron Markby Hewitt, London, England is totally on-line. Director of information technology Wendy London designed the integrated system for the firm's four sites. There are two core systems: a database called Freia acts as a document store, and CCC holds data about contacts, clients and conflicts. Constant updating is essential so training is important. Electronic mail creates informality and a culture change.
