Hard TV times for producers

Article Abstract:

The Producers' Association for Cinema and Television has about 1,500 members. The 1990 Broadcasting Act requires BBC and ITV to buy at least 1/4 of their programmes from independent production companies. The independents are dubious about ITV's networking arrangements, which the Office of Fair Trading is investigating. Channel 4 is operating at its 1991 programme budget level until 1993. The customer usually holds the rights to the productions. Sponsorship is a possibility.
