Blair sleeps easy but wakes to learn a hard lesson

Article Abstract:

The unexpectedly poor performance of the UK Labour party in the elections to the new Welsh Assembly has highlighted the dangers of devolution for Prime Minister Tony Blair. It was possible for Blair to ensure that Secretary of State for Wales Alun Michael would be installed as head of the new Assembly, but he was not able to exert sufficient influence to gain control of the Assembly as a whole. Blair has now been made aware that devolution means that political developments are decided by the voters, rather than the politicians. However, local authority election results indicate that the Labour party is still very popular for a mid-term government.
