Local authorities have started to realise that job and business opportunities can be created by attracting cinema, video, television and advertising productions. Gwynedd County Council, for example, attracts more than 3 million pounds sterling a year into the local economy from film productions, and the council is one of a considerable number which help to fund the network of 15 offices operated by the British Film Commission. Councils can benefit from appointing a film officer who can provide all the information required by producers.

The Civil Service College, which has been operating for 25 years, is mainly involved in the training and development of middle and top government staff. However, it is branching out into new areas, and has started a course on understanding Civil Service ethics, for example. Under chief executive Stephen Hickey, it has left behind its old-fashioned, academic image, and now focuses on a wide range of management issues.
