Can local heroes convince a nation?

Article Abstract:

The Labour party has more than 9,100 local councillors out of a total of 24,000, many of whom are in the most powerful local authorities in the UK. It now has a strong local power base, and this has partly balanced out the impact of four general election defeats. Labour-controlled local authorities have been able to use their large spending power to reduce the impact of government policy, and the party has been able to fine tune its election-fighting procedures. However, strong local representation also has some disadvantages, particularly the fact that the party has become linked with some famous cases of incompetence and irresponsibility among local councils.

Bill Clinton

Article Abstract:

Bill Clinton is a nice person who goes into details. He seems fussy, a bit pompous, and takes himself seriously. He cites the Grameen rural development bank of Bangladesh as the type of institution he would create. The Democratic Party policy is to balance the budget by reducing defence and government administration costs and increasing taxation of the rich. He believes in the people cooperating for collective betterment to turn the country into another Japan or Germany.

The British election provides useful examples for the US Democrats to use in planning their 1992 campaign after 12 years of Republican government. Taxation matters will be omitted. The change of direction will be explained in definite, populist terms. Electronic media requires a campaign strategy of attacking the opponents. James Carville, Democrat strategist, outlined methods of attracting suburban voters at the Democratic convention.
