Choice alone cannot be the answer

Article Abstract:

The claim of choice through the Citizen's Charter is examined. Equity is not mentioned in the charter but some citizens have more knowledge or money or live in the right place to manipulate the system. Those in residential homes may prefer problems solved where they are than to have the option of moving. Public services do not involve increased profits like the commercial world, so choice without increasing costs is impossible. Citizens have no opportunity of participating in reconciliation of conflicting interests. Institutional choice is more feasible than personal choice but citizens have no power to influence the criteria of institutions making choices for them.

Article Abstract:

There have been no major conflicts between countries in 1996, reflecting a clear shift towards internal conflict. However, internal conflicts can be as devastating as international ones, and can cause serious instability. Furthermore, it is by no means certain that there will be no more major international conflicts in the future. Identifying potential areas of international conflict has become a key task for the United Nations and for non-governmental organisations responsible for providing aid.

Brussels cannot know best

Article Abstract:

In all parts of the world except western Europe, collectivism has fallen from favour. However, in western Europe there is a danger that the drive towards harmonisation leads to collectivism being adopted, with bureaucratic principles becoming more powerful that private purposes in determining the development of economic and social life. The Conservative party in the UK should be aware of this danger, and should play a leading role in encouraging anti-statist developments in western Europe.
