'Citizens of member states must back move for change.' (EC Birmingham summit)

Article Abstract:

The European Community published the Birmingham Declaration to build a 'Community close to its citizens.' It confirms the leaders' commitment to the Treaty on European Union. It promises to bring the subsidiarity principle into practice. Mr Delors said subsidiarity could only operate properly in a federal system, but others believe it means preserving the powers of sovereign nation-states. The European parliament is prominent in the Birmngham Declaration.

Weaker EC states defend currencies

Article Abstract:

The plausibility of the European Monetary System (EMS) is questionable since Britain and Italy left it. Smaller countries depend on it for prosperity but Ireland and Spain have restricted exchange controls to discourage speculators. Italy and Greece have introduced austerity measures. Floating the British and Italian currencies threatens the competitiveness of the smaller countries. Investors are unlikely to have confidence in EMS under these conditions.

The special G7 meeting on information technology currently taking place in Brussels, Belgium, is the first G7 meeting to be hosted by the European Commission, so has attracted considerable media attention. The event has been surrounded by excessive bureaucracy, but generally seems to lack substance. Its purpose is to improve cooperation and coordination between Europe and the US on the global information infrastructure.
