Corruption alleged over helicopters deal

Article Abstract:

Mr Thomas Dooley, a 50-year-old former US Army lieutenant colonel and military attache to Saudi Arabia uncovered a conspiracy of bribery involving the sale of 13 United Technologies Company (UTC) Black Hawk helicopters armed with TOW anti-tank weapons to the Saudi Arabian Ministry of Defence and Aviation. He has filed documents in an American court to claim damages against Sikorsky, subsidiary of UTC, for loss of health and income when he was demoted because he objected to the conspiracy. Westland Group is licensed by Sikorsky to manufacture Black Hawk and the agreement was for Westland to deliver the helicopters in 1993 and 1994.

The private face of a public service

Article Abstract:

The private sector could gain considerable benefits from establishing links with the National Health Service (NHS), according to the UK government. In return, the NHS would benefit from a transfer of risk, greater efficiency and more innovation. The government's Private Finance Initiative (PFI) aims to encourage the private sector to take over the financing and management of hospital buildings, and has already raised 170 million pounds sterling for 130 NHS projects.

Westland denies weapons deal conspiracy

Article Abstract:

Westland Helicopters and the Ministry of Defence proposed a contract to supply Black Hawks with weapons manufactured by British Manufacture and Research Company (BMARC) to Saudia Arabia. A tendering exercise in Belgium was intended to demonstrate the weapons possible if the US Arms Export Control Act was repealed. A Washington court case accuses Westland of deliberately avoiding the arms law but no contract was ever signed.
