Enterprise culture is given a mixed bag of sweeteners

Article Abstract:

UK Chancellor Gordon Brown has placed strong emphasis on incentives for entrepreneurs in his 1999 Budget. However, the value of some of the measures designed to encourage entrepreneurship is likely to be very limited, and it remains uncertain whether an enterprise culture will really emerge in the UK. The main elements of Brown's efforts to support entrepreneurship are enterprise management incentives, research and development credits, moves to encourage wider employee share ownership and a new 10% rate of tax for small businesses.

Article Abstract:

The UK government's 1998 Budget will be a defining point in the first term of Prime Minister Tony Blair. It presents a very ambitious view of the government's overall economic aims, and clearly shows that Chancellor Gordon Brown does care about economics. The Budget's main aim is to raise the UK's underlying rate of growth in GDP, which is a very ambitious policy. Brown is keen to establish a framework for macro-economic management within which there will be no sudden shifts in monetary or fiscal policy.
