Green Paper paves way for radical change in BBC

Article Abstract:

The Department of National Heritage has produced a Green Paper on the BBC's future in time to legislate before the renewal of the Charter in 1996. It suggests that viewers elect governors and that only serious programmes are produced. It discusses public service broadcasting, editorial independence, programmes and services, functions, organisation, licence fees and accountability. Local radio should be abandoned and standards of taste, decency and impartiality should be tightened.

BBC under Birt: freedom lost or survival assured?

Article Abstract:

The BBC correspondent in Delhi Mark Tully attacked the BBC as managed by Director-General John Birt in a speech at the Radio Academy. He said that news and current affairs producers were obliged to follow a rigid structure which limited freedom and talent. He also objected to the new 'internal market' accounting system, which devalued creativity and handicapped autonomy. Previous director-generals were criticised but eventually appreciated.

The man who serves the world

Article Abstract:

The BBC World Service derives only a small part of its audience from British expatriates, even though it traditionally has an image of broadcast to Britons in remote parts of the world, according to managing director Sam Younger. Its main role is to reflect the range of life in the UK, and it covers current affairs as well as entertainment. In broadcasts in 41 languages, with English accounting for only a quarter of its output.
