How green is your party?

Article Abstract:

The UK's Liberal Democrats performed much better than the Labour and Conservative parties at a debate on environmental issues organised recently by Friends of the Earth. The Liberal Democrats' environmental policy takes a very radical line, and includes a greenfield development tax to discourage development in the countryside or on urban green sites. In contrast, the Conservative party has made no specific environmental commitments in its election manifesto. The Labour party's policies include energy-conservation schemes in housing to reduce carbon dioxide emissions.

How much hot air should we allow the Americans to buy?

Article Abstract:

There will be a negative reaction from much of the world if the US seeks to purchase pollution credits from Russia, which causes much less pollution than it used to because its polluting industries have collapsed. The main problem is that the US may be able to purchase so many pollution credits from Russia and its former constituent republics that it meets its greenhouse gas reduction targets in theory without taking any action in practice. This issue is likely to cloud the conference on global warming in Buenos Aires, Argentina, in Nov 1998.
