It's a waste of money being hard on soft-drug users

Article Abstract:

The UK's approach to dealing with drug-related crime needs to be amended. At present, very large sums of money are spent on enforcing the law relating to drugs, while investment in treatment and prevention is relatively small. The police mainly arrest people for possession of cannabis, which is the least socially damaging drug, rather than focusing their efforts on hard drugs. Many users of hard drugs receive no treatment while they are in prison, and a unique opportunity to cure their drug habit is therefore lost. It is now time to stop imprisoning large numbers of harmless soft drug users and to focus efforts on users of hard drugs.

Those responsible for distributing National Lottery funds should be encouraged to develop their own coherent strategy, according to UK Heritage Secretary Chris Smith. They should actively seek bids in the areas they wish to develop, rather than simply waiting to receive bids. He is very keen to see the UK transformed by arts of all kinds, and believes that his department has a vital role to play in this area. He also believes that the government as a whole can be extremely influential in encouraging high standards of design.

The UK's right-wing think-tanks have faced considerable difficulties recently, including a lack of new ideas and strong competition as new think-tanks are established. The Centre for Policy Studies has attracted particular attention following the resignation of director of studies Sheila Lawlor and the appointment of Tessa Keswick, a non-academic, as director. All organisations are now under extreme pressure as they seek to increase their ideological power.
