Package that aims to 'meet the people's priorities.' (United Kingdom Chancellor Gordon Brown)(Green Budget)

Article Abstract:

The UK government is determined to meet the people's priorities, according to Chancellor Gordon Brown in his speech presenting his Green Budget. It will use 400 million pounds sterling saved from the European Union budget to give each pensioner household an additional 20 pounds sterling towards winter fuel costs, with almost 2 million pensioners on income support receiving an additional 50 pounds sterling. The Green Budget contains indications that more money will be made available for the National Health Service, but no commitment has been made to reducing waiting lists.

Article Abstract:

The UK government's 1998 Budget contained some significant changes to capital gains tax. It retained re-investment relief, designed to create a source of funds from individuals for investment in shares in qualifying concerns. From Apr 6, 1998, investors will be able to claim deferral of a capital gain on the amounts subscribed under the enterprise investment scheme, regardless of whether they qualify for income tax relief or not. The Budget blocked the importation of an offshore trust into the UK containing unrealized losses where the aim was to realize the losses and sell on to people seeking shelter from gains tax.
