Who can mend flawed results of a hasty sell-off?

Article Abstract:

It has become clear that the UK rail industry was split into too many different elements when it was privatized in 1995. Railtrack gained responsibility for the infrastructure, while there were also 25 passenger train operators, five freight companies, 18 infrastructure maintenance units, three rolling stock operators and two parcel carriers. The speed of privatization meant that it did not benefit taxpayers.

Rail industry faces uncertain future as Paddington crash puts operators in dock

The train crash near Paddington station, London, England, raises a number of very important questions for the privatized rail industry and its shareholders, including whether profit is being given a higher priority than safety and, if this is the case, what the repercussions will be. It is widely accepted that the inquiry into this disaster will prompt an acceleration in the rail investment programme, especially in systems directly connected with safety.
