The flaws in Brown's moral vision

Article Abstract:

UK Chancellor Gordon Brown is clearly keen to tackle moral issues as he seeks to boost job creation and encourage those receiving welfare benefits to return to work. However, there are difficulties associated with his plan to replace Family Credit with an earned income tax credit. The most basic challenge is providing additional funds for the poor through the tax system, rather than the benefits system. Most importantly, tax is administered by employers, rather than the Benefits Agency. Employers will therefore have to gather a great deal of information about the financial situation of employees and their families.

The difficult task of putting a value on the public sector

Article Abstract:

The United Kingdom government is seeking to value the public sector's assets and activities. This task was started by the Conservative government and is being continued by the Labor government. The government aims to do more than ensure that value for money is obtained from public spending. The valuation can help improve support for public spending and help improve the productivity of the public sector. Productivity improvements should help the chancellor, Gordon Brown, achieve spending targets and deliver services in line with expectations.
