Can Britain revive the Victorian spirit of pride in public service?

Article Abstract:

It will not become apparent until at least 2008 whether the UK government's decision to raise public spending will improve standards in public services. It is widely acknowledged that modern societies wish and need to spend a greater proportion of their income on health and education, and this is reflected in Chancellor Gordon Brown's priorities. He is now making sufficient money available to ensure that public services cannot attribute poor standards to a lack of funds. If public services are willing to change their attitudes, then the public sector can be maintained at its current share and size.

Why Brown's grand plan may exceed his grasp

Article Abstract:

UK Chancellor Gordon Brown has put forward some ambitious recommendations for reviving the world economy. In fact, international economic conditions are beyond his control, and he should focus on dealing with UK payments to the European Union and on his public spending plans. The key issue is whether Brown will protect his public spending plans as the UK economy seems set to enter a period of decline. He has stated that he will not reduce spending, but this approach would involve either increasing taxation or borrowing, or both.

Issues concerning the size of the UK's state sector compared with those of continental European countries are discussed. The UK's state sector is expanding, while European governments are reducing their spending as a percentage of GDP.
