The primary aim is to give patients better care

Wessex RHA has established health commissions combining District Health Authorities (DHAs) and Family Health Service Authorities (FHSAs). They are considered an example for the future although they are not required under the health reforms. The Isle of Wight commission established an open-access endoscopy service which avoids the bureaucracy involved in using a hospital for the service. The integrated management structure and joint appointments save money and provide better communication and decision-making and less duplication.

Trusting hospitals to look after themselves

Article Abstract:

NHS changes described in the White Paper 'Working for Patients' are expected to result in 95% of hospital and community services becoming trusts by 1994. The initial 57 trusts formed in Apr 1991 were more productive with an activity rate of 8.2% compared to 6.9% under the old regime. They spent less on personnel. Trusts no longer need the services of regional health authorities, which they feel are not cost effective. They are to be reviewed but Secretary of State for Health Virginia Bottomley is likely to keep them.

An end to 'do-it-yourself' abroad

Article Abstract:

The needs of Bosnian war babies have provoked Health Minister Tim Yeo to commit the review body on adoption to reporting by summer 1993. The review makes adoption child-centred and proposes legislation for inter-country adoption. Local councils will be required to provide services for adoption from abroad. Infertility in the UK has risen but the number of babies has dropped from 5,172 in 1974 to 950 in 1990.
