Trapped between mafia and market

Article Abstract:

Nizhny Novgorod or Gorkiy, Russia, is the government model for selling state-owned shops to cooperatives and individuals. The World Bank assisted in planning the scheme for 1,800 shops to be auctioned. Shopkeepers can buy over a five-year period, buy with a 30% discount after renting for five years, or leave after five years. Transition to the market economy is difficult and threats are received from the mafia. A variety of goods are sold. Factories attempt to change from military to civilian goods.

Yeltsin set to take all armed forces; decree intended to settle dispute with Ukraine could sink commonwealth

Article Abstract:

Boris Yeltsin has prepared a decree putting all armed forces of the former Soviet Union under Russian if agreement cannot be reached with Ukraine over their division. This is apparently designed to frighten Ukrainian President Leonid Kravchuk into dropping his claim to all the Soviet troops in his country as well as the Black Sea Fleet. By agreement, all 11 former Soviet republics can form their own armed forces but strategic forces stay with Russia.

Everyone wants to talk to the 'Messiah.' (FBI disapproves of media contact with religious cult in Waco, Texas)

Article Abstract:

The Branch Davidian religious cult in Waco, Texas is in demand by the media, but the FBI think this is interfering in official negotiations. Cult leader Mr Koresh made a bargain with a local radio station but did not keep it. The FBI says he loves attention, so has banned all calls and asked journalists not to communicate with cult followers. It is debatable whether journalists should make deals involving promises of stopping armed stand-offs.
