What next for a 'noble war' that is now plagued by errors?

Article Abstract:

Nato military action in Kosovo, Yugoslavia, has begun to be clearly divided between air strikes, which have reached a new intensity, and preparations for a ground war. Formally, an opposed land invasion of Kosovo is not being considered, with at least half the Nato member countries being opposed to such a move. However, it seems very likely that Nato Supreme Commander General Wesley Clark is at least considering this option. There are also signs of diplomatic progress in the form of an agreement in principle between the leading Western powers and Russia which would allow a first draft settlement of the crisis.
