Basic medical research at the National Institutes of Health is vital in fighting disease and promoting health, and cannot be taken over by industry. The chairman of the House subcommittee overseeing the NIH budget urges the public to convince his cost-cutting colleagues to support NIH research.

The movement towards consolidation of university medical centers threatens clinical-research funding. An all-payers tax assessment on health-care premiums to fund clinical research is suggested, to keep the monies separate from basic research.
