California electric vehicle delay may boost introduction of cleaner cars nationwide

Article Abstract:

The California Air Resources Board and major California automakers have agreed to relax the state's zero-emission vehicle (ZEV) mandate in exchange for an earlier launching of California-style low-emission vehicles throughout the US by 2001, or three years ahead of the data required by the 1990 Clean Air Act Amendments. The board will slash the state's 1998 ZEV mandate from 2% to less than 1% of all cars marketed in the state. The agreement, however, will affect other states that have planned emission reductions based on the California model.

Southern California cancels VOC trading plan

Article Abstract:

Southern California's regional pollution trading program suffered a major setback when the South Coast Air Quality management District Board voted to halt plans to expand its RECLAIM pollution-trading program to include volatile organic compounds. The trading program would have involved around 1,000 industries and been based on a declining emissions cap. Industry officials argued that the cap was too restrictive, while environmental groups claimed that it would allow added pollution in the Los Angeles Basin.

EPA gives go-ahead to VOCs/NOx trading

Article Abstract:

Informed sources disclose that the EPA will soon unveil a plan which would expedite the approval process for the buying and selling of credits for nitrogen oxides (NOx) and volatile organic compounds (VOC). The business community has long been advocating the creation of an NOx and VOC credit trading regime along the lines of the Clean Air Act's acid rain program. Environmentalists oppose the concept of pollution credits trading in the belief that it gives companies a right to pollute.
