Congress split on best way to reshape network of labs

Article Abstract:

Members of Congress agree that the DOE labs are too expensive and need more autonomy, but there are conflicting plans for accomplishing reform. One group wants to abolish the DOE and downsize the labs. However, a more measured approach to reorganization is likely to be successful.

FDA: Congress mixes harsh medicine

Article Abstract:

Both houses of Congress will debate a number of proposals for reforming the FDA in fall 1995. There is no real consensus yet on reform, but legislation to limit the scope of the agency is likely. FDA officials maintain they are also addressing the issue of reform.

Kessler's legacy: unfinished reform

Article Abstract:

David Kessler has improved science at the FDA during his six years as FDA commissioner, but further reforms of its research activities are needed. Kessler has announced that he will leave the FDA as soon as a replacement is found.
