Environmental protection: a view from Brazil

Article Abstract:

Brazil's Environmental Policy Act stresses environmental impact assessment, which is just as important on a global scale. Impact assessment is an iterative analysis of the effects of a project or technology on society and the environment and is reliant on as much information as possible. Continuous research, exchange of information and understanding of the interconnections between environmental factors are essential. Impact assessment includes risk assessment and separation of certainties and uncertainties. Economic impact analysis is included but must follow environmental variables in priority.

Protection or pork?

Article Abstract:

Entitlements and pork were identified as the two reasons for the growing US budget deficit. Environmental research centers are denounced as the present mutations of these misdirected funds. An amendment in Congress involving the funding stoppage of any noncompetitively awarded research center beginning the fiscal year 1994 has been proposed. However, this provision have been dropped in conference with the House. It is hoped that when this issue is pursued again next year, protection will be given priority over pork.

Environmental cooperation: a world "first."

Article Abstract:

The attendance of representatives from central, eastern European and the former USSR in international conferences concerning the environment reflects the seriousness of environmental problems being faced by these countries. Of particular concern is the underground commerce of dumping hazardous Western environmental wastes in certain areas in the eastern European region. Harmonization of legislations is needed for the development of effective enforcement measures against this kind of offenses.
