Needed: coherent budgeting for science and technology

Article Abstract:

A National Academy of Sciences report recommends restructuring the federal budget for science and technology to remove defense projects that do not involve research and development. The remaining budget for basic and applied projects should be redefined as the Federal Science and Technology budget.
