Rehabbing the rails

Article Abstract:

The Southeastern Pennsylvania Transportation Authority (SEPTA) embarked on a comprehensive rehabilitation project of Philadelphia's commuter railroad. After a detailed study, the agency chose the most feasble repair method and the use of construction windows. SEPTA provided the necessary amenities needed to serve the commuters during construction. New structures were made identical to the originals. Workers also installed new signal and communications and catenary systems. The project's success depended largely in the scheduling of the construction windows and the performance of construction management functions.

Maastricht's problematical future

Article Abstract:

Public mistrust of European union has long been festering. Apprehensions relate to economic, monetary and political union. The part of the Maastricht Treaty dealing with currency marks the first time Europeans are being asked to make sacrifices for union, for convergence would mean deflation for most countries at a time when the global economy is already in a slump. Europeans are skeptical about political union and the feasibility of developing a security infrastructure independent of the US.
