Should grouted anchors have short tendon bond length?

Article Abstract:

Advantages and disadvantages of varying tendon bond lengths are examined. It is posited that a longer unbonded length can draw away ground stresses from a wall provided the anchor is installed in rock rather than clay or sand, but shorter tendon bonds work well if overall length is fixed.
