Prospective payment for nursing homes increased therapy provision without improving community discharge rates

Article Abstract:

This study examines how the prospective payment system set up by the US Health Care Financing Administration impacts therapy utilization and community discharge rates for skilled nursing facilities. In this system therapy is paid for based on the amount provided, rather than the amount needed to restore the functioning of the individual; thus, there has not been an improvement in the community discharge rate.
