Trends, Events, and Duration of Initial Welfare Spells

Article Abstract:

The 1998 replacement of Aid to Families with Dependent Children by the Temporary Assistance for Needy Families program places single mothers at higher levels of risk. A demographic risk index has been developed that should accurately predict the conditions under which women will reach the limits of the new legislation. Multiple characteristics such as not being married, low education, and young age will be the strongest factors in a woman reaching welfare limits.

A Comparison of Two Welfare-to-Work Case Management Models

Article Abstract:

Replacement of Aid to Families with Dependent Children by the Temporary Assistance for Needy Families requires changes in case management. An experiment conducted in Columbus, OH, shows that an integrated approach to case management lead to higher participation in seeking paid employment and larger welfare reductions, although not to higher rates of employment and earnings. Results also show the limitations of welfare-to-work programs.
