Barriers to identifying substance abuse in the reformed welfare system

Article Abstract:

Substance abuse is a potential barrier to employment in the reformed welfare system and interviews with frontline welfare workers and policy makers are used to examine the process of identifying welfare clients for substance abuse services. Workers' accounts reveal that official welfare policy, day-to-day work conditions, relationships with clients, and the unstated stigma surrounding substance abuse create an environment that interferes with their identification efforts.

Responsible but uninformed? Nonprofit executive and program directors' knowledge of welfare reform

Article Abstract:

Nonprofit executive and program directors' knowledge and views of welfare reform, including how their levels of knowledge affect their ability to advocate for clients and to plan proactively are explored based on extensive qualitative data. The findings suggest that the majority of the respondents do not have a comprehensive understanding of the welfare rules and the levels of knowledge vary by organizational characteristics and the directors' view of welfare reform.

Do Welfare Avoidance Grants prevent cash assistance?

Article Abstract:

The methods of cash assistance receipt and the impact of cash diversion strategies in cases of Welfare Avoidance Grants in Maryland counties are presented. It is noticed that the future cash assistance among first time welfare agency clients are lowered by the diversion grants.
