Waking the sleeping giants: commercializing state R&D in the United States and Russia

Article Abstract:

The experience of the US in the transfer of defense technology research from a state-run enterprise to a civilian and commercial enterprise can be applied to Russia. The latter's defense laboratories play a similar role to that of the US federal research system that was heavily regulated and where monopoly conditions existed. As in its US counterpart, the Russian defense research industry should resort to the establishment of spin-off firms and strengthen inter-corporate links so that the transfer process to the private sector will be facilitated.

Identifying critical success factors in defense development projects: a multivariate analysis

Article Abstract:

Managerial variables critical to the success of defense projects were identified, using data from defense projects developed in Israel for the last 20 years. Multivariate analysis was utilized to take into consideration the interaction between the managerial aspects of the project and various measures of success. Success factors in the different phases of the project include: urgency of need; quality of the follow-up team; preproject preparation; and professional growth and continuity of the organization.

Institutional designs for long-term stewardship of nuclear and hazardous waste sites

This paper analyses six types of institutions to act as stewards for nuclear and hazardous waste sites in the United States and proposes a secular nonprofit institution which it calls The Stewardship Institution.
