Bricks and mortar or helping hands? An H/CD debate

Article Abstract:

The perspectives of four authors are presented on whether housing and community development should focus on constructing buildings or providing services. While two of them believe housing authorities should be limited to construction, as a social-service can make them inefficient, the other two argue that public expectations and social problems necessitate human service functions.

Historic properties are far less expensive than new properties and are unique, practical, and sought-after affordable housing options. The resale value and purchase price of such properties can be known from experienced professionals.

A community building alliance

Information regarding the NAHRO Access Alliance is given. The coalition is comprised of public and private organizations which give housing authorities access to capital, information, training, and technical assistance.
