Supplementary rules on rewards and penalties in birth-planning policy, 16 April 1987

Article Abstract:

Parents punished for having a second child without prior approval were given a second child quota for 1980, and if that child was born before the end of that year, their fines stop by June 1987. One-child benefits for temporary and other contract workers will be maintained by hiring units.

Second amendments to the Liaoning birth-planning regulations of 28 May 1988

This article provides further changes to birth-planning policy. Amendments include issues of the importance of economic construction and birth control, family planning education, birth-planning targets, and penalties.

Analysis of thirteen provincial birth-planning regulations, 1996

Article Abstract:

Family planning policies developed at China's central committee level have been modified by 13 provinces to suit local needs, but the changes have not been substantive. Further issues in these regulations to consider include seeking truth from facts, incorporating the will of the people in new laws, and integrating harmonious economic development with population policy.
