Article Abstract:
The 1949 Geneva conventions created an international order, separated the civilized nations from the outlaws, and protected Americans, however, there is a need to replace frontier justice with a real justice system. A World Trade Organization (WTO)-like entity for global counterterrorism, called World Counterterrorism Organization (WCO) must be established that would set the operating standards to suppress terrorist activity within the core using police methods.
