Why is the River Rhine clearer than the Great Lakes (despite looser regulation)?

Article Abstract:

The author compares environmental policies affecting the Rhine River and the Great Lakes and attempts to control water pollution. He determines that the former, more consensual policy has achieved better water quality than the later, more adversarial policy.

Stupid laser tricks

Article Abstract:

Laser could be used as engravers to scribble notes on iPods and as listening devices. Instructions on how to build lasers could be found on the internet by searching for Sam's Laser FAQs but making one could be hard unless you're an engineer.
