Ship owners still in choppy water

Article Abstract:

The Spanish Shipowners Association has expressed its disapproval of the European Union's (EU) new regulations on cabotage. Shipowners and operators believe that the liberalization of island cabotage in EU member nations, which will take effect on January 1999, will have a detrimental effect on the country's shipping industry which are not as competitive as foreign flagged vessels. The law is expected to affect some two-thirds of Spanish shipowners who participate in cabotage trade. The association is pressing the government for at least a one year extension on cabotage before the new law takes effect.
