A state perspective

Article Abstract:

The concept of habitat conservation plan (HCP) was first introduced in the state of California. The San Bruno Mountain HCP was implemented to make sure that active urban development in San Mateo County does not threaten the survival of butterfly taxa. Since its launch, this pioneering scheme has become a blueprint for similar HCPs introduced in other parts of the country. A variation of the HCP concept is the multi-species HCP introduced to a number of habitats in the area around Bakersfield City in California's San Joaquin Valley to protect of 45,000 acres of plant and animal habitat.

Restoring the "hogwallows." (natural habitats)

Article Abstract:

The California Dept of Fish and Game has launched a program to restore the topography of hogwallow habitats at the Allensworth Ecological Reserve. Several parcels of land were recontoured to make them suitable for burrowing animals including the endangered species such as the Tiptin kangaroo rat, the San Joaquin kit fox and the blunt-nosed leopard lizard. The efforts were successful as seen in increased plant growth and the recolonization of the area by burrowing animals.

County shares HCP experiences

Article Abstract:

Riverside County, CA, has introduced four habitat conservation plans (HCP) to protect wildlife species while simultaneously facilitating economic growth. Among its HCPs are the Coachella Valley fringe-toed lizard HCP, Southwestern Riverside County multi-species HCP and Lake Mathews multi-species HCP. The most important and controversial, however, is Stephens' kangaroo rat HCP, the future of which remains in doubt as a result of strong opposition.
