Britain's 'high-tech' budget praised...

Article Abstract:

Technology-transfer initiatives contained in the UK government's 1999 budget have been welcomed by universities, scientists and investors. These initiatives include a new 20 million pounds sterling venture capital fund linking with the private sector to provide finance for new, high-technology companies. However, British Venture Capital Association Chmn Sir David Cooksey has expressed regret that the budget has not taken up the recommendation in the report published by a committe headed by Sir Peter Williams that large companies investing in high-technology companies should be exempt from capital-gains and corporation tax.

Britain draws up 'superleague' plan for leading research universities

Article Abstract:

The UK government proposes to concentrate a major portion of its research budget from higher education funding councils on a superleague of select research universities. While the eligibility criteria for superleague membership has yet to be formulated, the plan suggests a flexible membership based on research standards and performance. Despite mixed responses to the proposal, it is agreed that the superleague proposal aims to maintain research quality in higher education which is faced with funding cuts.

Science in China to face its biggest upheavel since mid-1970s reforms

Article Abstract:

The document presented by the Chinese government proposes the renovation of the country's research laboratories to business units, aimed at generating economic growth. According to some Chinese delegates, a social and economic development is obvious resulting in an improvement in the living conditions of people and a strengthened nation. There are other leaders who are doubtful about the plans and do not believe in economic growth without investing in basic research.
