If biological diversity has a price, who sets it and who should benefit?

Article Abstract:

An agreement signed in 1991 between the pharmaceutical firm Merck & Co, Inc, and the Instituto Nacional de Biodiversidad de Costa Rica (INBio) that combines commercial development with protection of biodiversity has become controversial. INBio, a private organization of Costa Rican scientists, gave Merck, the world's biggest drug company, the right to seek new drugs from Costa Rican plants and animals in exchange for support in protecting the country's native species. However, some Costa Ricans are accusing INBio of illegally auctioning off the country's natural riches.
