Article Abstract:

The British government was mistaken in presuming that the existence of a private market in energy production and consumption absolved it of the responsibility for creating a coherent energy policy. Rather than simply lay off 30,000 coal miners, the government could have offered them ownership of the mines. A tax on energy consumption should have been implemented to cover the cost of closing the mines, just as nuclear power is underwritten by a tax on other forms of electricity production.

Article Abstract:

The British government should eschew rejecting the Maastricht Treaty for European Union as a response to the Sep 1992 devaluation of the pound. The pound was devalued after being removed from the European Exchange Rate Mechanism. Although a nationalistic reaction might be politically popular in the short term, a better response would be to address the long-term decline of British manufacturing industry that is the root cause of the pound's loss of value.
