US offers possible compromise at start of climate treaty talks

Article Abstract:

A deal may be reached on manmade greenhouse gas emission reduction targets following a change in policy by the US at the United Nations climate change conference in Kyoto, Japan, in Dec 1997. The US will consider a deal that allows different countries to have different targets, instead of enforcing a flat-rate target for all countries. The US supports the reduction of emissions to 1990 levels by 2012, while the European Union proposes a 15% emission reduction from 1990 levels by 2010.

Equity is the key criterion for developing nations

Article Abstract:

Developing countries from the G77 group including India and Argentina are totally opposed to the concept of equity-based greenhouse gas emission targets. Many believe that wealthy nations should assume more responsibility on global warming. However, some say that a per-capita solution is a sensible way forward. The Climate Action Network, amongst other environmental groups, is opposed to a per capita solution.
