Article Abstract:

A new government has been set up in Northern Ireland, bringing hope of ending a long-term conflict. The communities in conflict have to agree to use political methods and reounce the use of violence. There has been opposition from both Unionists and Republicans to the ideas of a new parliament, and this has been overcome. New bodies will link Ireland and Northern Ireland, and there is also a British-Irish Council, providing links with central government in Britain. There is no clear alternative to these arrangements, and it is a heroic assumption that they can bring peace.
