Conrail's proposed $10.3-billion joint purchase and division by Norfolk Southern and CSX is projected to be endorsed by federal regulators. Norfolk Southern and CSX are expectant of an increase in business activity and are in the process of hiring 3,100 new members of its crew staff. The two railroads also asserted that different types of workers are attracted to their job offerings due to railroading lore and promised annual compensation of $60,000 to $40,000.
