Railroad is cool to terms for new yard
Article Abstract:
Norfolk Southern is backing away from its plans to build a high-tech freight yard on the old Philadephia Navy Base. The Virginia railroad company blamed the changes and delays imposed by the Philadelphia Industrial Development Corp., the city's econimic development unit, for its action. Norfolk Southern complains that the development agency has demanded changes and had taken so long to make decisions that it caused increases in Norfolk Southern's costs.
