The UK Ministry of Defence (MOD) runs about 90 service management contracts covering 600 sites, costing 2 billion pounds sterling each year. Such large numbers of contracts can be hard to regulate and crime is on the increase. A sweetheart deal occurs when contractor and subcontractor work together to force the client to pay more by not tendering the work but still charging a higher rate. The Police Fraud Squad division of the MOD investigates all reported incidents of fraud in the MOD but claim many contractors are tempted to make extra money because of the complexity of contracts.

Railtrack Development Director Helen Gordon estimates that the company is currently assessing 50 schemes for development, of which around 20 will probably be implemented. She emphasizes that, in a station environment, it is vital that contractors adhere to time constraints. There is also a strong need for innovative solutions from contractors. She states that Railtrack is starting to use contractors much earlier in the development process to advise on buildability.
