Late payment poser for Norman Lamont
Article Abstract:
The UK Chancellor Norman Lamont stated in his Autumn 1992 Budget that the government opposed the late payment of building subcontractors by main contractors. All government contracts now require main coutractors to pay subcontractors within 30 days. Legally, subcontractors have little chance of redress if main contractors fail to pay. The Joint Contracts Tribunal 1980 allows employers to pay subcontractors directly if the main contractor witholds payment. Under construction management contracts the employer pays subcontractors directly.

The challenge to be best
Article Abstract:
A report by Sir Peter Levene on construction procurement criticises the government for its role as the customer in the process, and says that although the industry is also to blame, it is only responding to the poor standards set by the government. In its conclusion the report says that best practice and value for money are not being insisted on or required by both parties. Specific points in the report are numerous, and include changes to the capital budget accounts to cater for in-house costs so that benchmarking can take place.
